
PJC was contracted in 2008 by EC Harris LLP to locally support their Interim Development Management for a €750M leisure development in the mountainous terrain surrounding Borovets, Bulgaria. Reporting to a multiple-headed SPV Client organisation for a bottom-up review and preparation of detailed recommendations regarding the design, delivery and execution of a series of interdependent residential, leisure and retail property projects, required to create a major new resort.
The role involved a detailed review of all major factors affecting the proposed development, including:
- concept design
- planning and permitting
- environmental and energy provision strategies
- programme optimisation
- transport strategy
- develop a procurement strategy for both the design and construction phases
- develop an initial risk/opportunities register and key dependencies schedule
